Ottawa Light Rail Transit System (Confederation Line).

Project Date: 2018 - 2021

The Confederation Line is a light rail transit system which operates in the City of Ottawa between Blair station in the east and Tunney’s Pasture in the west. The line is 12.5 kilometers in length with 2.5 kilometers running underground in a tunnel beneath Ottawa’s downtown core. The system is designed to have 13 stations and an ultimate capacity of 24,000 passengers per hour per direction.

The Confederation Line is controlled by a Communication Based Train Control System (CBTC) supplied by Thales. This CBTC system is a moving block automatic train control system which will enable the Confederation Line to operate with headways (time between trains) as frequent as 1 minute 45 seconds. The system is designed to achieve an end-to-end travel time not exceeding 23 minutes in Automatic Train Operation (ATO) mode.

Transit-Insight’s proven Performance Management System for Public Private Partnership (PPP) was selected as the system to measure system performance with following modules:

  • Interfacing with the Communication Based Train Control system (CBTC) supplied by Thales to acquire performance related data.
  • Analyze, calculate and track the operational performance of the Confederation Line light rail transit system using data acquired from the operations systems
  • Generate system records as a proof of meeting contractual obligation between Transit Services and Rideau Transit Maintenance
  • Generate and deliver daily performance reporting to the City of Ottawa within approximately 4 hours of the end of a service day
  • Calculate monthly payment amount with drilldown to break total payment into line items, and detailed calculation formulae of each item based on PPP contract.
